Matt Higginbotham joined the Carmel Street Department in 2004 and in 2015 was promoted to Signs and Lighting Foreman and later served as Drainage Foreman. In 2020, he was promoted to Operations Manager. Higginbotham holds a Bachelor of Science degree from Purdue University, is a Certified Public Manager through Ball State University and a Purdue University LTAP Road Scholar. He and his wife Jessica and their four children enjoy spending time together, sporting events, fishing, volunteering at church and kayaking.

Snow Removal
When the city receives up to 3 inches of snow, the Carmel Street Department plows only main streets such as Rangeline, Main Street, Gray Road and secondary streets such as Brookshire Parkway, Lakeshore Drive East and West, Spruce Drive and High Drive. When the city receives 3 or more inches of snow, main and secondary streets are plowed and salted as the snow falls.
After the snow stops falling and blowing, the entire city is plowed. It takes nearly 24 hours to plow the city's 560 miles of roadway and 1,100 cul-de-sacs. Salting is routinely done only on main and secondary streets. Bridges, hills, and intersections are also salted as needed.
